Position OverviewWe are seeking a meticulous and experienced Payroll & Finance Officer to join our dynamic team in the manpower outsourcing industry. This critical role requires expertise in managing complex multi-client payroll cycles, ensuring 100% compliance with labor and tax regulations, and maintaining accurate financial records for a large, flexible workforce.Key ResponsibilitiesPayroll Management (Primary Focus)Process end-to-end payroll for a large, variable workforce (contractors, temporary staff, and permanent employees) across multiple client accountsCalculate wages, overtime, allowances, deductions, and final settlements with absolute accuracyManage timesheet validation, attendance records, and leave balancesHandle payroll for employees across different designations, nationalities, and employment contractsEnsure timely processing of monthly, bi-weekly, and weekly payroll cyclesPrepare and distribute electronic payslipsManage payroll-related queries from employees and client contactsFinance & AccountingMaintain accurate financial records for payroll operationsProcess accounts payable and receivable related to payroll and staffing servicesPrepare monthly payroll journals and reconciliation with general ledgerAssist in month-end and year-end closing processesManage petty cash and expense reimbursementsSupport in budgeting and forecasting for payroll expensesPrepare client billing based on timesheets and contractual termsCompliance & ReportingEnsure strict compliance with WPS (Wage Protection System) where applicableStay updated on labor laws, tax regulations, and social insurance requirementsPrepare and submit statutory filings (VAT, payroll taxes, social security, etc.)Generate payroll reports for management and clientsMaintain audit-ready documentation for all payroll transactionsPrepare MIS reports on payroll costs, headcount, and utilization metricsClient & Vendor ManagementCoordinate with client representatives for timesheet approvals and payroll inputsLiaise with banks for salary transfers and payroll-related transactionsManage relationships with government authorities for compliance mattersCoordinate with insurance providers for employee benefits administrationQualifications & ExperienceEssential RequirementsBachelor's degree in Accounting, Finance, or relevant fieldMinimum 3-5 years of hands-on payroll processing experience in manpower outsourcing, recruitment, or contracting industryProven experience managing payroll for 500+ employees across multiple clientsExpert knowledge of labor laws, tax regulations, and social insurance schemesProficiency with payroll software (e.g., Bayzat, WPS systems, SAP, Oracle)Advanced Excel skills (pivot tables, VLOOKUP, complex formulas)Experience with WPS (Wage Protection System) implementationStrong understanding of accounting principles and reconciliation processesPreferred QualificationsProfessional certification (CPA, ACCA, or payroll-specific qualifications)Experience with multi-national workforce payrollKnowledge of visa processing and labor card systemsBilingual abilities (English + Arabic/other relevant languages) Possesses a Bachelor's degree in Accounting or Finance, providing a strong foundation in financial principles.Demonstrates experience in the manufacturing industry, providing relevant industry insights.Has 5+ years of experience in accounting or finance, showcasing a proven track record of success.Proficient in using accounting software like QuickBooks and SAP, to streamline financial processes.Exhibits strong analytical skills, enabling effective problem-solving and data interpretation.Possesses excellent communication skills, both written and verbal, for effective collaboration.Exhibits strong attention to detail and accuracy in financial reporting, ensuring data integrity.Demonstrates the ability to work independently and as part of a team, adapting to dynamic environments.Demonstrates fluency in English, ensuring effective communication and collaboration across diverse teams.
